The Putnam County Sheriff's Office operates the Putnam County Adult Detention Facility at 1035 Heritage Trail in Ottawa. ODRC inspected the facility as a full-service jail. That type of jail is a local confinement facility used to hold adults for longer than short-term lockup periods under Ohio jail standards. The facility holds adults booked after arrest, people awaiting court, people serving or awaiting local jail sentences, and people held on local court commitments or holds. No official source identified a Putnam County state prison, federal prison, ICE facility, or separate city jail.

Putnam Facility Capacity

ODRC's 2025 annual jail inspection gives the clearest capacity and population facts for this facility. The report lists 76 total actual general housing spaces and a 76-person recommended housing capacity. On the December 9, 2025 inspection date, 26 inmates were incarcerated. Earlier ODRC search-result snippets showed 24 inmates in 2024, 17 in 2023, and 33 in 2022 on inspection dates. Those are inspection-day counts, not yearly averages.

The 2025 inspection found the jail compliant overall. It met all Essential standards reviewed and 123 Important standards, with three Important-standard deficiencies. Those deficiencies concerned kitchen utensil inventory records, daily review documentation for certain suspended access restrictions, and lighting readings in sleeping areas. The facility's count was below capacity on that date, but families should still confirm current custody with the jail because a daily population can change quickly.
